In the early years of Pennsylvania, residents, also known as Penn, invited settlers of all kinds to assist with colonizing the state. Many of the Irish settlers had joined the military and fought in the Revolutionary War. The Irish settlers appeared to the Quaker proprietors of Pennsylvania, as a people who were considered bold, stubborn, and hardy. Many of the settlers, including the Irish, migrated along the Maryland border. They migrated along the Juniata River, and near the Alleghany mountains.
Many of the Irish joined military ranks and fought in the Revolutionary War. Many disputes arose between the Penn and Lord Baltimore. There was a lot of quarreling present within the colony. The Irish had a very low tolerance for Indians. In addition to that, the Irish was intolerant of anyone who was prejudice against them. So, as you can imagine, there was a lot of controversy. The Germans felt that the Irish settlers weren’t suitable enough to be colonists. As a result of this, there were many violent fights, and there were treaties made as well.
The Irish took the invitation to move into the area to better benefit themselves, and their families by starting farms. The Irish had already moved to the area west of the Allegheny River prior to the mapping of the Pennsylvania counties in that area. Adams County still has a majority of Irish residents, even today. Before land settlement agreements were made between the Penn and the Irish, there were already agreements between the Penn and the Indians which caused majority of the controversy between the Irish and the Indians.
During the 1700s there were land disputes between the German and the Irish. Pennsylvania proprietors and administrators proposed that the Germans should migrate to the eastern part of the state, and the Irish to migrate to the western part of the state. Each group settled where they wished to settle because the Pennsylvania administrators couldn’t retract the open immigration policy at this point. The Irish did eventually move to the western part of the state, and settling in the counties of Northumberland, Northampton, Chester, and Lancaster. Most of western Pennsylvania, and near the Ohio state border area, began to be primarily Irish, and Scottish-Irish majority.

The new colony of Pennsylvania was established in April of 1681. William Penn’s cousin, William Markham, was appointed as deputy governor of the province. William Penn, who was still in England, drew up what was considered the First Frame of Government. The First Frame of government included the constitution for the state of Pennsylvania. William Penn later came on the Welcome ship in October of 1682. He laid the blueprint for the colony. William Penn created the first three original counties, and created a General Assembly for the province of Chester. William Penn then created the Great Law, which was considered Pennsylvania state law. Penn amended the First Frame of Government by creating the Second Frame of Government. Penn departed back to England in 1684. When he left, he left a well established province.
